Microchip Pickit 1 problems with reprogramming

Well, I just purchased the Pickit 1 from Microchip but I am having some problems. It seems that the chip I'm using(12f675) "dies" after programming it a couple of times. I've already went through two chips and the same thing happens. I'll load the sample program and it will work fine and do everything it should. Then when I erase it, and write my program on it it doesn't work. It's not just that my program doesn't work, because when I erase it again and try to put the sample program back on, that doesn't work either. I checked the voltage going to the chip and it read about 7.5 volts, which I thought they were only supposed to run off like 5v max. But another thing that doesn't make sense, is that when I turned on the board for the first time, I let the program(flashing led's) run for a while and I went away. So if the high voltage was the problem, it wouldn't make sense why I could leave it on for so long with no damage. Any suggestions would be helpful- nothing is too obvious because I am new with this stuff. Thanks.

Well, 7.5V is above maximum specified which is 6.5V.
Try to implement a simple 5V voltage regulator and ask Microchip for replacement (free samples)..

Any other ideas? I could see that being my problem if say I built my own programmer, but I have a hard time believing that Microchip's programmer is faulty- although I don't discredit the possiblility.
