Why antenna bandwidth saying in ratios?

Why antenna's bandwidth saying in ratios?
in case of spiral antenna why the maximum bandwidth is limited to 1:10 ????:|
 

Because the antenna can be scaled in size to change the centre frequency and the operating parameters scale with it. An antenna with say 10% bandwidth will have 10% band width at what ever frequency it is scaled to.
