I'm using Orcad and sometimes the Microcap there program that generates pspice models from the component library (pdf) manufacturer

PSPICE ( or similar ) models are either given by the manufacturer or extracted by measuring with expensive measurement equipments and softwares.

If you are looking for Discrete semiconductor like Diode, IGBT, MOSFET BJT etc and some general purpose devices like Opamp, Voltage regulators etc, one can use PSpice Model Editor. In this tool you can directly put value from datasheet to generate Spice model. If you are using 16.6 - with latest ISR you can use Modeling apps, these would further simplifies the complete process of simulation using new device. For complex devices like you need to develop your own subcircuit model.
