wideband phase shifter

who can give me some advise about wideband phase shifter ?
eg. 2Ghz to 18Ghz

How much phase shift? 90 deg, 180 deg or what?

2Ghz to 18Gh? is it Electronic Worfare? Great!

Very difficoult to have such large band (1 octave is typical)
for such bandwidth typical phase shifters behave as TDL
true delay lines.
