That would likely be called a piece of IP and will likely cost you money. If there isn't something like that on Opencores then you will likely have to either buy it or write it yourself. The FPGA coding world isn't like the software world where there are a lot of open source libraries that are given out for free.
 
Why would you bother having jpegs on an SRAM connected to an FPGA. Usually, FPGAs work on raw data.
