What factors do min, max delay values in SDF depend on

What factors do min, typ and max values of a IOPATH delay depend on.
What is it if only one operating condition is specified while generating SDF ?
Is it the min max value that delay can take considering various load capacitance's and input slew values? Does it consider the effects of process variations as well ?

if you load three std-cell corners + three RC extraction corners you should have three differents values in your SDF.
And in opposite way, if you load only one corner + one RC, and define that "set_operating_conditions -analysis_type single ...", the min & max values will be identical.

if you used "set_operating_conditions -analysis_type on_chip_variation...", the min and max will differ.
 
SDF is usually created for 3 different corners: max,min & typical. The operating conditions specified are different for each..

Process, voltage and temperature (if set up correctly).

It depends how exactly and what else you've specified. E.g. parasitics.

Does it consider the effects of process variations as well ?
Providing you use different libraries and parasitics, yes.
