16 bit Barrel shifter question for paper

I would like to give a question regarding to barrel 16 shifter in paper its code should be in VHDL. kindly anyone help me to provide me a question and its solution.. I'm new in VHDL language.
 

Basically, it's a bunch of multiplexers. Once you understand that, writing the VHDL should be pretty straight forward.

If I were doing this, I wouldn't bother with the explicit muxes; the synthesis tool should be able to infer that from your higher-level description.
