Tsunami waves are caused by massive subsiding/ lifting/ earthquakes in earth's undersea crust. When this occurs, it can be detected by seismic instruments. Or, satellites are able to detect the change in water level surrounding the event.

Usually there is no indicator that a major upheaval is about to occur. However geologists may get readings which tell them to watch for one in the near future.

A tsunami warning is issued. Its expected severity is based on intensity of the disturbance, and distance of coastlands.

To predict a tsunami, you would need to have a computer program watching readings on the instruments.
