load online changes option missing in SIMATIC PCS7 V7.1 SP3

Hi, I have PCS7 from SIMATIC (SIEMENS). IT has the WINCC Explorer 7.0 in it. I am required to use a feature of "load online changes". This feature allows one computer to make the changes in the activated WINCC in other computers that are connected in the network. I have searched the SIMATIC's internet onine help but it only shows steps for WINCC 6.0.

WINCC 6.0 had this option in the left side components list. But my WINCC 7.0 does not have that option.

Does anybody know how to install this feature? OR is there some other method of performing load online changes in WINCC 7.0?
