BLDC motor speed when DC link capacitor voltage is too low?

If a 3 phase inverter feeding a BLDC based water pump is switched at 400Hz…..then this should mean a motor speed of 8000 RPM.
However, what if the DC Link capacitor voltage is not enough for the motor to rotate at this speed, in spite of the commutation being at 400Hz?

Will the motor still rotate but will it “slip”, and rotate at a frequency of less than 8000 RPM?
