I have a PCB which has developed some fault. There are some ICs which are not identifiable as the Number has been rubbed off. In which way I can find what has been rubbed off. Is there some tester who can give me some hint????

I highly doubt it, what is the pcb for? what does it do? what product it belongs to? Take a high resolution picture and post it, also give more information so some one can help. There is no device that I know of which can tell you what ics are there, or can identify them.
