Against yourself or in a wider area? If you get shot with two little darts and feel a sudden loss of muscle control and extreme muscle tension then you can be pretty sure electronic harassment in the form of a tazer has been used. Directed energy weapons will make your skin feel like it's on fire. neuroweapons and RNM are still not developed so good luck detecting them.

a few years ago I would have scoffed at this question, and said something like "if you hear a voice saying to 'obey my dog'" then you know.

BUT, recent work suggests that a strong magnetic field applied to the brain CAN CHANGE your personality or change decisions you would normally make. For now, you can just tell because someone is holding up a coil about the size of a shoebox to your head. But in the future...who knows?

Since so far it is ONLY MAGNETIC FIELDS that work this way...I would suggest some sort of hat with hall effect magnetic sensors in there, that sound an alarm if they detect a magnetic field of sufficient size to cause this effect.

It might be possible to fashion a hat using mu-metal that would counteract the external magnetic field

I would go even further.
In top of wearing a metal hat with hall sensors, use also a demagnetization coil embedded into the hat.
Most probably you look like $#!^, but you will be safe.

in the past, miners used canary birds as a way of detecting 'bad' air. surely the same approach could be applied here - tie a canary on top of one's head - if the bird starts behaving oddly or croaks then you know

though there is that leakage problem that birds are infamous for..........

I looked through one of the 'evil genius' books, and there was a project for making a 'pain field'. It produces a strong ultrasonic sound. Supposedly you aim it toward people and it gives them a headache.

I remember a traffic light years ago which had an effect like that. When I walked in front of it, I was certain I heard a high-pitched sound, and I felt uncomfortable while I was in front of it.

The light was at a busy intersection and I believe the beam was to detect cars waiting to go.

Oddly, that is exactly what I do now. Except my wife freaks out sometimes.
