prime Time as sign off

Hello all why prime Time is called a sign off tool...i mean why people prefer prime time why don't they beleive in soc encounter timing..

I know primeTime is preferred and accepted by every one as sign off tool..but what is the extra quality do prime time has that they consider it as sign off????

Please help me with this
 

Just because the founder & Synopsys, works together to provide reference flow, and primetime has a long experience and became "de facto" the reference.
For Cadence tool, ETS, Encounter timing System seems to be also inside the TSCM reference flow.
 

the algorithim used by prime time for timing analysis give optimised results compared to soc encounter
this is the job of EDA tool developer to design algorithim for timing analysis
