smps gives no output

how we can check the input and output of tranformers and what is the value of voltages at different transformers

You can use voltmeter to measure transformer input and output voltages, also voltmeter should support that voltage range and voltage frequency for measuring. Probably value will be different for different transformer.

Its difficult to measure using a multimeter, since transformer will be operating at very high frequency, and I'm not sure if multimeter can read at that high frequency. A better way to read will be on an oscilloscope.
 

i think it would simply undersample the signal coming from the transformer, but still give a pretty close value to what is actually on there. However, if the OP is concerned about the waveform too, then the scope is the way to go.
