IR Drop problem in Design

Hi,

In my design the worst IR Drop(135 mv DVD) is under always on metal strap... How can i reduce the IR Drop? Please help
 

a) Add more decaps
b) Spacing out the high current consuming current gates/blocks and staggering their activity so they dont consume a lot of curren.
c) Making the power network better with more vias, and wider straps and more often power straps.
 
To complete the point c, you could connect the metal filling to power nets, that will also reduce the resistivity.
