How much is your required current ?
What kind of load you're about to use for that ?

But you have forgot to mention about isolation ? is that important or not ? if not use a simple buck converter it would suit your aim as well .

I think bulk converter will be the solution and more safe

Ok if you say you need a buck converter it means that insulation is not important for you .
Have you ever designed any SMPS till now ? is that your first time ? what you want exactly ? designing it ? or perhaps just a circuit diagram ? are you able to design PCB ?
