Best tool for microstrip layout editing?

Where microstrip elements can be moved dynamically, sizes can be viewed in deg near lines without clicking, radial stubs can be put directly? Rotate band pass filter automatically to make it IN and OUT at one level.. Any of software have such style functionality?
 

microwave office has a circuit simulator with blocks for most microstrip blocks and can be viewed as layout.
