How to plot SNR in MATlab where only transmitte power available

Hi My problem is as following

I have to plot SNR in MAT lab, where i have only transmitter power in db [1 to 15] and noise power(Sigma).

What happen if sigma=1;
What happen if sigma=2;

Any body give matlab code
