PIC micro controller programming issue

Hi,
I am using PIC18F4520. The burning of code in the IC was successful for some time. Now it showing the voltage error. The voltage at the MCLR pin is 1.13V now.
I gave the connection as Vcc(5V) - 4.7K - MCLR - 0.1uF - Gnd.
Is the ic got damaged?

What circuit you use for PICKit 2 for DIY or you buy from Microchip ?

Programmer works earlier fine ?
 

may be ic has got damaged...but check the brown out reset....
 

Did u ever supply the uC above 5V? If yes, then I claim the uC is damaged!
