What's the difference between timing-driven and non-timing-driven P&R in Astro?

In placement and routing point of view, the time-driven means that the tool should be considered some restrictions on timing and it can not place and route the components anywhere. But in non-timing driven, there is not any limitations on timing and the placement of the component cab considered anywhere in the floorplanning.
