[SOLVED] E-bike Battery Charger

I "inherited" an e-bike (36V) without a battery charger. I need to build one as the price on a new one in my neck of the woods is totally ridiculous. My idea is to use a LM317 voltage regulator and boost the output by means of an 8V Zener in the ADJ leg. I require a constant voltage of 45V with 1A MAX output.
The charger will be built into the battery compartment of the bike, and will be permanently connected to the batteries.
Will this work?
