is it possible to implement an ADC inside a FPGA? if it is possible how much time and energy does it need?

Short version: no. If you happen to have a mixed signal fpga it will say so in big letters on the first page of the fpga datasheet, because the vendor is sure to brag about it. So the long version is: no, unless you SPECIFICALLY choose an fpga with an adc in it.

And the longer version is: yeah you can do delta-sigma by pwm-ing the dac and then use a differential input as comparator and blah blah blah. But if you have to ask, you haven't done any research on the matter and the answer then is no. :p

Case in point, just a simple google for "adc implementation fgpa" turns up useful info. So yes in general, and no for people that don't read stuff. ;-)

lots of sarcasm :), but also lots of information thanks :D

one more question does the LVDS has to be already manufactured in the FPGA?

I specialize in that specific combination. ;)

Doesn't have to be, it just makes things cheaper. Low parts count and all that. But you can use an external differential to single ended solution if your fpga doesn't support a no suitable differential standard. Or use a comparator.
