SMD capacitor and inductor value ?

can any one tell me how to read or find out smd capacitor or inductor value without a multimeter ?
 

Usually you cant. Very few SMD caps or inductors are marked.
Unless they are large electrolytics that are marked, you need a DVM.
 

If you do not have a meter that reads L and C values you can make a network with a resistor and drive it with a signal generator and get the -3 dB frequency. At that frequency the reactance is equal in magnitude to the resistor value.
