Interface between FPGA board and Microprocessor board

Hi everyone, I am a newcomer. I have a problem when using StrongARM SA-1100. I have the data from incremental encoder and use a counter which is programed by FPGA. And then use the outputs of FPGA as inputs of StrongARM SA-1100 to display the rotation numbers of encoder.
Can I connect directly FPGA board ( AAltera Flex EPF10K50RCV) to CPU board (Strong ARM SA-1100) without any IC interface ?
If can not, how connect it ?
