Interfacing is not tough but what programming Logic u are going to use means how u are going to scroll from left to right a particular alphabet is very important based on that can interface with LED very Easily if u elaborate a little bit i can try to help.
study a little bit of sift register 74HC595 and 4017 decade counter i think u know very well regarding PIC programming if u search this in any search engine i think u will get ur circuit this two ICS are widely used in scrolling LED display
I haven"t done this type of project ever so cannot assure u the proper circuit diagram But I am gathering all the information regarding this .

I also checked codes of above link and I had not to correction for those codes.
If u use 10*8 or 8*8 dot matrix display u can easily find pins of display using 3V supply. firstly u have to separate columns and rows of the display.
I used following part number of 8*8 display.
LD-1988BS
It's pin description is,
rows(negative):13, 3, 4, 10, 6, 11, 15, 16
