Layout Area in terms of tracks?

Hi all:

In Weste and Harris book,I see the following statement

"The layout occupies two horizontal metal1 tracks and six vertical metal2 tracks"

Does it mean Area = (2*(metal1-width) X 6*(metal2-width))

Can any one give me a hint..how to interpret this?

It is more to indicate how many routing resources are used by this layout, I guess.
