Square wave frequency change using a PIC?

A friend has a boat on which the rev counter reads very high since fitting a new alternator, it uses a feed from one of the coils to generate the display value.

I'm thinking of a design to measure the frequency of the incoming sine wave, then generate a square wave of a lower frequency to drive the rev counter. In this case the ratio is 5:9, but I guess it would be better to keep this flexible.

Rather than re-invent the wheel, has anyone done something similar?
 

It has certainly been discussed on here and circuits posted in relation to motorcycle and car speedometers. A search for speedometer should find some useful results.
