Connecting VDIP1 with atmega16 via usart

Hi all,
I have problem connecting vdip1 to atmega16 via usart.
what is the wiring of vdip1 to be connected to atmega16?
what are the pins below?
RTS#
CTS#
DTR#
DSR#
DCD#
RI#
TXDEN#
Are these pins active low ,or active high?
how should I connect them (I mean what is the wiring)?
I use cvavr(codevision). what is the code for sending the message to make a directory, make .txt file,....?
how should I do it?
I need immediate help..
