Help Identify IRF2907 driver in the circuit shown--- better illustration

Hi, I need help to identify what kind of driver is used in the schematic below. circuit is used to maintain the right voltage on a capacitor bank.

I think its a high and low side driver but I searched several manufacturers datasheet and nobody seems to match up with the pin configuration.

please help. thanks!



I attached a better illustration of the myterious U5, the transistor that has its base connected to the zener diode has its emitter connected to ground. I didn't get all of that in the picture sorry.

Please help me identify U5.... I can't find a driver for those mosfets that has pin 8 as a source and pin3 as ground. and also I noticed that the Q5(bottom Mosfet(discharge side)) doesn't have its source connected to a reference. I think that part has to be fixed.
