Is there anyone on this forum that makes gsm modules?

I am looking for someone who can create a GSM module that is fully programmable. I would like to know to what extent can you make the module programmable at, API info, etc. Hopefully I can find someone here that can make me one.

What price or what cost of that project you expect to be ? And of course what purpose and where you plan to implement gsm modules ?
