I have good idea about the importance of ramp up function; which minimizes the starting current which damage the winding after some time.
However I am not sure about the ramp down function. What are the benefits? thanks

Since you mention windings, it implies you are talking about coils.

When you shut off current to a coil suddenly, it can generate a high V spike, or even a spark.

This might damage other components, or send high V through you, depending on which is the easiest path for the high V.
