A simple question : if i want to substitute this usb to rs232 converter directly into my circuit then i dont need to install rs232 level converter chip or do i need to? then it will be called usb to TTL converter and i can feed its output and inputs directly to ucontroller right?

have a look at the 2nd fig, the colored one.

Hi,
you may connect FT232 direct to micro (remember to cross TX & RX) on TTL level.

BUT...

Your micro should have TX and RX pins 5v tollerant.

And what about the usb to rs232 cable "pl2303"? can it be use directly. i have noticed that when i click the coonect icon on the hyper terminal than DTR pin voltage rise to 5v and 0 upon disconnect. does it need any sort of inverter ic or not?

Sorry,
I don't know this cable pl2303.
If all of the output levels of this cable are 0-5 V (for standarfd RS are -12 to +12V), than you can try to use it directly to micro, but you have to be sure that this is USB rs232-TLL converter.

Hi;
Generally this kind of cables are used to add real rs232 port to laptops (which has only usb interface). So probably you should apply level shifter cct for proper connection to an mcu.

Goodluck
