do the manufacturers require coordinates of components' origin in order to place them in right place on the PCB? if yes, than how can I create such map of the origins in PADS Layout software? what should I do if some of the components have their origins at pin 1 and some - in the centre of footprint?

I take it you're trying to align different-sized components.
Often you just have to use a calculator and figure out the offset manually, with a pen and paper. Many manufacturers define measurements
with reference to the center, because mechanically-speaking it makes the most sense to calculate from there for symmetrical
packages; CAD drawing standards chose the center often. I agree it's a pain though.

So it is better to have the origin of all the components on its center point, am I right? Do you know if it is possible to change the component's origin and make the component not to move in the Layout Design, somehow fix the component? Because as I know when the origin of component changes the software automaticaly moves the component in the design according to new origin.. :( (I have already placed all the components and routed them)

You will be unable to change the origin and the components not move, they will move relative to their origin.

However, for those components that do need the origin moving, if you can place a temporary feature like a figure/line - perhaps crossing the pads to make a centre point then when the component moves you have something to snap back to when moving it back.
Then delete the temporary lines.

There is another way also, use the Gerbers to make the pick and place file using GC-Place.

Fixing the origin is the better long term solution.
