BLDC Motor drawing more current at starting but not running why?

Hi,
I am working with BLDC Fan, which consists of BLDC motor inside. Why motor takes high current when it is not running.

The fan needs torque to move; the motor is drawing high current to build up that torque.
 

When not running (for whatever reason), the DC motor does not generate any back-EMF. Hence any voltage you apply to the motor (which usually has a small impedance) causes a much larger current to flow. When the motor is running, the back-EMF cancels part of the applied emf, and hence the current is smaller.
