GPRS Data Transmission Device in Bulk

Hello

I am looking to develop a device which could send some information (RFID tag serial no read from RFID Module) to a central server having fixed IP address. For this, I could use a GPRS Module such as SIM300 and very easily accomplish the task. But the module is really costly and has a lot of extra features (call,sms,etc) than I use.

Since I need this product in bulk (1000s), is there any other method (like using GSM transceiver/baseband IC) using which I could build a circuit specifically designed to send information via GPRS to an IP Address. Can anyone please help me with this?
