Problem Regarding to Relay fluctuation

Hello friends
i would like to find the leakage current so i have made analog Diffrentiator & comparator along with the use of pwm pluses. in which when the leakage is occurs i just energies the relay in software with the use of interuupt.
bt problem is that when i manually leakage the current than my relay if fluctuate.
so hw can i overcome this problem. i also used snubber circuit.

The relay needs to have a certain current through the coil in order for the contacts to energize.

If the current falls to a low value, the relay opens.

Fluctuating... Do you mean it's oscillating? Does the supply voltage drop when the relay switches on the load? This might result in the relay opening unintentionally. Then the supply voltage rises, making the relay close again.

Remember that if you hook up an ammeter to measure current through the relay coil, it inserts a resistance which could reduce that current, and prevent the coil from operating.
