Simulink PID problem for Boost Converter

Hi guys, I simulate a DC-DC boost converter for a school project.I use this close-loop scheme and everything is ok.But later my advisor teacher says that what if we change the load for a while, is this circuit produce the desired 20V.Then i put a serial resistance in load and for fault i put a breaker too.As you can see in images.Then when i analyze the graphs, at 0.03s (between 0.03 - 0.04) the fault occurs and circuit in transient form.nothing stable.Then the output voltage drops to 12V.Why the voltage dont rise to 20V as before?.I see that the PWM signals is broken and just staying 1 value.I add all images.Any help will be appreciated...
