Without a lot more detail on the signal levels and circuit you're trying to perform the measurements in, here's a basic concept that might give you a few ideas.

Your multimeter is probably far too slow to follow the rise and fall of the PWM signal, but you can get an idea if the PWM circuit is working by looking at the average output signal. For example, if the signal being switched is 5VDC, then a PWM running at 0% duty will read 0V. If the PWM is running 100% duty, it will read 5V. At 50% duty, it should read near 2.5V. If you can vary the duty cycle, then you should see a change in the average output signal level that is directly proportional to the duty cycle. i.e. average output = maximum_value * duty.
