Generating BFSK, what is the best way?

I need to generate a high data rate (1 Mbps) BFSK signal at 1 GHz. I have tried using a frequency synthesis board and toggling the VCO voltage but the signal is a mess and non-continuous.

What is the proper instrument to do this, a vector signal generator?

Hi!

I 've designed a 23 ghz fsk transmitter and i used a vco like you. I injected the modulating signal into the vco control voltage.
We didn't see if the signal was continuous or what (because it didn't care to us), because the input signal already has a pulse shaping filter that smooth square data pulses. That way we controlled the spectral spurs.
