i will be doing a device for attendance that has the following requirements:
1. fingerprint scanner
2. LCD display with scroll up and down
3. built in database
4. it should have a USB port (for external record of the attendance)
5. capable of sending text messages.
it is a stand alone device. what microcontroller is best to use?

I agree with mshrestha789. ARM seems a reasonable option.
An overview of all ARM processors could be found in the following reference.
Processor Selector - ARM
Start reading about ARM proccessors by clicking one, from the tab in the left.

Hope that helped,
Alexandros

Is there and existing embedded board that has usb ports and lcd which i can modify and add fingerprint scanner and gsm module? i need to design it specifically for attendance.

Sure.

Are the fingerprint scanners already enclosed in a case or do they need to be incorporated into a custom case with the ARM board and LCD?

What is quantity and budget per unit?

Will they be mounted or tabletop units?
