Universal JTAG interface

is there any universal JTAG that can be used to program any thing like

ARM, FPGA, CPLD,

like all can be programmed togather with a single device ?
 

It maybe possible, however it would require a fairly complex design and likely employ a FGPA and programmable voltage sources.

There are semi-universal JTAG devices already on the market, however they cover only a specific genre of devices like microcontrollers.

Most notable are the Abatron Line of JTAG/BDM devices:





And the more versatile JTAG,Technologies line of devices:

JTAG Technologies

The JTAG Technologies line, performs much more than simple programming, in-circuit testing through boundary scanning are their primary function.

Of course, such versatility comes at a relatively high price.

In addition, some vendor JTAG tools, e.g. Lattice ispVM are basically able to process third party programming files in a common JTAG description format, e.g. STAPL or SVF.

I remember, that I was basically able to program an ATmega through an Altera USB Blaster after some programming file conversions. Programming operation is usually considerably slower than with vendor tools, but it may be still reasonable for production purposes.
