How can I measure for a presence of a load or not in a circuit ??

if i have some loads that are connecting in parallel , each load is activated by a relay that takes the permission from a micro controller... I am asking for how can i know or measure for a presence of a load or not ??or its being in service or out of service

As i understood , you want measure your load , and then you want change your load . is your load reactive ? or active ? or complex ?
As i think , you want make a capacitor bank ? isn't it?
