How to develop a single-board computer with a simple processor

Hey everyone,
I have been thinking about computer architecture a lot lately, and I was wondering: how might a man develop a simple single-board-computer? I mean, you could get a really simple processor like an ARM processor, and then just build it onto a board connect it appropriately to all the necessary ports (VGA, USB), and load some assembly onto it. I am not talking something crazy, basically just a simple processor on a board with some simple code. Could it be done easily aside from soldering all the small pins?
I just figured an Arduino or a Wiring Board is essentially a motherboard, so why not build an arduino type thing using a processor.

UPDATE: Just found **broken link removed**. It is essentially what I want to do. Could a board like that be built?
