Is it possible to design the universal modulator which consists ot ask,psk,fsk in verilog or vhdl...?

The OP didn't yet ask for the code...

For many applications, a NCO (numerical controlled oscillator) vendor IP will offer all what you want. If you think of modulating an existing carrier, you should consider that both FSK and PSK involve a signal manipulation in time domain.
