51 address extend by FPGA

Hello,

I want to use 51 to control flash, but as you know 51 Address bus is surely less than flash's address, so i insert a fpga between, but shall I use file system like FAT16?

I don't like the complex file system, but how about the other ways? Waiting for your suggestions!
