infrared using pll 74HC 4046 to control DC fan speed

hey guys i'm new here, i need some guidance to create infrared transmitter and receiver using 74hc4046... hope any one could help me on this, will really appreciate it =)
 

Simple Infra-Red Transmiter - reciever Shematics by IC4060

This 1 channel infrared transmitter/receiver remote control is the cheapest and simplest you can find. The transmitter transmits a sequence of pulses on 36 KHz frequency carrier. The diodes are Schottky type because of their low voltage drop (only 0.2V). This is not fan speed controller, this is simple remote control with that IC.

This is example for IR with that IC, or You can make some circuit to detect number of switching and corelative with this to regulate speed.

Example:
If taster is pressed once time then Speed 1, if twice then Speed 2,.... if pressed five times then off.




Do not think that 4060 is microcontroller. :-D

hey, thanks for the information, yup i know 74HC4046 is not a micro-controller, just using it for the 1st time to control the speed of a DC fan... do u have any suggestion or design that i can use DC fan speed control using pll and infrared..... i'm really confused how the design should take place because i'm using this IC for the 1st time...i will be very thankful if you guide me on this =)
