Need help in choosing an FPGA/CPLD

I've one taken a course on VHDL in University, but I've never done anything practical. Now I've decided to change it.

For my first project that i want to accomplish I chose a DDS signal generator. I think I'll need your help in choosing a proper device for this project, as the variety of models of FGPAs and CPLDs is enormous.

After giving the whole thing a serious thought i came up with some requirements

The device has to be human mountable on 2 layer pcb. That means no BGA, preferably no AFN or alike as well as QFP with 0.4mm pitch (which are actually human solderable, but problematic).

It has to work with standard 3.3V 100 MHz SMD crystal clock generator. Integrated PLL would be very nice.

No too big number of leads. I think that about 20-30 IO pins would be totally sufficient.

Preferably integrated configuration memory to reduce additional component count.

It would be nice it this device was programmable using some dongle that can be manufactured at home or bought for <$25.

Any suggestions or directions towards specific model or product family are most welcome. Actually any web resources on that topic are.
 

Hi,

1. To start with CPLD, You can go for coolrunner II series of xilinx with least macrocells

2. To start with FPGA, You can choose Spartan series of xilinx.
