bicycle beacon light and siren

to all,

i am planning to build a mini beacon light at front and back (if there is a space) and also build a small siren in front of bicycle together with a switch to control both siren and beacon light.

1st what type of battery should i put for the control of beacon light (the lighter the better)
2nd i would wish it is water proof in case of rain
3rd do you all mind to share some idea of circuit

It is possible.
First must choose basic circuits for Siren and Led Flasher.

Must determine the frequency of flash and number of LEDs
Which is the siren sound and the volume or power

i am planning have 8 LED which is 4 at left and 4 at right size (LED use very bright),

the siren i think ppl can hear around 300m radius, i not sure what frequency is it.

so is there any circuit will help to improve on how i doing
