what does this file extension actually mean?

Check this link. Quoting the critical part:
"The initial contents of the memory of DSP are provided by files with the .coe file extension, consisting of two parameters: the memory initialization vector, which is the so-called data vector representing the vector or array of actual memory values; and the memory initialization radix, which is called data radix, is the one responsible for specifying "memory initialization values"."

I've one more doubt.we can download an image in spartan 3E starter kit by converting it into RGB values and generating a core. Is it possible to download some data in this way? If so,in which file format?
