Digital Signal to +12V or vise versa

I doing a project now,how i sending a digital signal(+5v) and convert to +12V without using voltage divider and transistor?any IC?
And 1 more question,can i convert +12v,+5v,+3.3v those voltage convert back to digital signal?

It would be much easier if you use transistor. What do you intend to use this for?
Although it is a MOSFET driver, you can use the TC427. With a 5v signal input, the output will be VDD - 0.025V. So, if you supply 12V to VDD, with 5v input, you get 11.975V.

Also you can use an operational amplifier set up as a non-inverting amplifier with gain about 2.4.

The easiest approach would be to use a comparator with and open-collector output (large-valued resistor pulled up to +5V). You'd still need a threshold voltage... either use a voltage divider to set it up at ~1/2 Vmax (if 0/12V signal, set threshold to 6V... 3.3V, set threshold to ~1.6V, etc). Or, use a zener diode and a single resistor to set up a reference voltage for your threshold. There are a lot of options, just depends on how crazy or simple you want to get. (p.s. op-amps and comparators are CHEAP)

Using TC427, you can convert any digital signal from minimum 2.4v up to 12v(18v max).
